Fifth Comp Plan Outreach Mtg Tonight, June 12, 7:30 PM, at Town Hall

FIFTH COMPREHENSIVE PLAN STEERING COMMITTEE OUTREACH MEETING-- THURSDAY, June 12, 2014, 7:30 PM, at Town Hall.
 
Although there have been more than 10 different reminders regarding tonight’s meeting (in prior emails, on Town Board meeting agendas, etc.), this is one more, the last reminder, on the day of the meeting. 
 
The Comprehensive Plan Steering Committee (CPSC) will hold its fifth outreach meeting tonight, Thursday, June 12, at 7:30 PM, at Town Hall, 177 Hillside Avenue, to hear your comments on the Draft Comprehensive Plan for the unincorporated area of the Town of Greenburgh.  (Please note that the villages in the Town have their own plans.  This Plan is for “unincorporated Greenburgh.”)  We varied the meeting days to foster broader participation.  Your input, after reading the Draft Plan, is important.  Please form your own opinion after reading the Draft Plan.  There is considerable misinformation being spread regarding the Draft Plan, which we have addressed repeatedly and will continue to address, but the misinformation continues to be spread.  We intend to continue to address in writing those comments and others in our written answers to questions submitted to us; most importantly, we will address them in writing in the revision to the Draft Plan that will be prepared after tonight's outreach meeting based on comments heard.  We will then have a Public Hearing (date to be determined) on the Revised Draft Plan that we will prepare.  The process we put in place of soliciting public comment so we may respond to it and act upon it as needed is working well, and will produce a better Plan going into the Public Hearing sometime in the future.  We have had very productive outreach meetings and received comments and probing questions which we will address, and we welcome more comments on what is in the Draft Plan this evening.  Please join us at our meeting.
 
ANSWERS TO MORE QUESTIONS POSTED; MORE TO COME
 
We have responded in writing to many of the questions/comments we received at several Outreach Meetings and by email sent to PlanZone@GreenburghNY.com.  Responses to additional questions/comments will be provided by the CPSC in the coming weeks.  We work as a committee, in a deliberative manner, as we have for more than six years, and continue to meet weekly to address the comments we have received.  We will respond to each one, in writing, and post them on the Plan’s Web site. 
 
JUNE 12 MEETING IS ANOTHER OUTREACH MEETING
 
Please note that the June 12 meeting is being held to receive comments on the Plan but it will not be considered the “Public Hearing” required of us by New York State.  As you may know, New York State requires we hold a Public Hearing on the Draft Plan.  The CPSC decided long ago that simply holding a Public Hearing on the Draft Plan would not produce the best Plan.  We wanted to hear from you first.  Therefore, we decided to hold four what we call "outreach meetings" so that we could hear from the public and revise the Draft Plan as needed prior to the required Public Hearing.  We are going to continue with this open and transparent process.  In fact, we recognized that June 12 was not a realistic date for the required Public Hearing based on the comments heard and the clarifications and changes we need to make to the document.  We listened.  We heard.  We acted on what we heard.  Therefore, this June 12 meeting will be another opportunity, another "outreach meeting," for the public to provide input to the CPSC on the Plan before it is redrafted for consideration at a later scheduled Public Hearing. We have work to do on the Draft Plan before it is released as a Revised Draft Plan.  We will provide you at least 30 days from the time the revision is published to the time the required Public Hearing is held to give everyone an opportunity to read the Revised Draft Plan and provide comment.

OVERVIEW
 
The Plan is a 20 year vision of future growth in the unincorporated area and addresses issues related to land use, cohesive neighborhoods, open space, recreation, transportation, healthy and sustainable buildings, affordable housing, historic preservation, Town infrastructure, economic development and corridor opportunities related to the new Tappan Zee Bridge.  It is designed to maintain and enhance our residents' quality of life, promote community character and support a strong and diverse tax base.  
 
We look forward to public input on the draft Plan, which is available on the Plan’s website (www.GreenburghComprehensivePlan.com) and also as a downloadable PDF on the homepage of the Town of Greenburgh (www.GreenburghNY.com).  Each map of the Plan is also downloadable as a separate high resolution PDF with zoom-in capabilities.  Hard copies are available at the Greenburgh Public Library and in Town Hall in the offices of the Town Clerk and in the Department of Community Development and Conservation.
 
Although the document is lengthy (comprehensive), we urge you to read it and share your opinion of what you read by attending one of the upcoming meetings or by emailing comments to PlanZone@GreenburghNY.com.  We look forward to hearing from you.
