Recent events—the concerns re: the proper allocation of the cost of the uninsured portion of the settlement of the tree litigation and the acquisition of Taxter Ridge—have called into question the historical method of budgeting expenses between the unincorporated area of Greenburgh and the entire town which includes the villages in the town. It is fair to say that some imbalances may exist in the allocation of the costs between unincorporated Greenburgh and the villages. Yesterday the Town received a ruling from the State Supreme Court indicating that the entire town, not just unincorporated Greenburgh, must contribute towards the acquisition of Taxter Ridge.

Some of the allocations are the results of requirements of NY State statutes, over which the town has no control. Other imbalances or inequities have been in place for years or decades. It is important that   these possible imbalances be explored and rectified so that the residents of unincorporated Greenburgh and the six villages are satisfied that they are fairly taxed.

I am forming a committee of residents of the town and the villages, with the specific aim that the committee do the following, in an objective, impartial and non political manner.

1) Study in detail the applicable NY State statutes to see whether any of them are the cause of these imbalances. Make recommendations as to how those statutes can be amended.

2) Study in detail the allocations of costs between unincorporated Greenburgh and the entire town, including the villages, to determine whether, and to what extent the villages and/or unincorporated Greenburgh residents may be overpaying for services.

3) Write a report to the Town Supervisor and the Town Council which will provide the detailed information that will enable the Supervisor and Council to take further action as is appropriate in order to achieve the fairness which we all seek.

I will shortly announce the names of the members of the committee. It’s my hope that the report and recommendations can be completed in time for the preparation of the 2006 budget.
