Reminder: PUBLIC HEARING ON DRAFT COMPREHENSIVE PLAN, Tuesday, 4/28, 1-4 p.m. and 7-10 p.m.:
Release Date: April 26, 2015

On Tuesday, April 28, 2015, 1:00 p.m. – 4:00 p.m. & 7:00 p.m. – 10:00 p.m., the Town's Comprehensive Plan Steering Committee (CPSC) will hold a Public Hearing at Greenburgh Town Hall on the Second Draft of the Comprehensive Plan for the unincorporated area of the Town of Greenburgh.  An afternoon and evening session of the Public Hearing is offered to reduce scheduling conflicts.  We hope to see you at the Public Hearing and hear your comments.  Written comments may be sent to PlanZone@GreenburghNY.com anytime up to two weeks after the Public Hearing is closed.  

 
What follows is the Executive Summary for the Second Draft, followed by the text of the March 28, 2015 email sent announcing the Public Hearing:
 
TOWN OF GREENBURGH SECOND DRAFT COMPREHENSIVE PLAN REVISION EXECUTIVE SUMMARY
 
The 2015 Comprehensive Plan for the unincorporated area of the Town of Greenburgh (unincorporated Greenburgh) is a document that builds on both the Town’s historic past and its present strengths to direct the future.  The Plan is a blueprint that addresses foreseeable challenges, recognizes new opportunities, protects the environment, and fosters a vibrant economy with a good quality of life for its residents.  It is a community-based document which presents a long term plan for the future.  To remain current with changing circumstances, the Plan should be updated every five years.
 
Once adopted, the Plan will be used on a daily basis by municipal officials, Town staff and the Town’s land use boards and committees.  It will guide changes to the Code of the Town of Greenburgh and to the Zoning Map.
 
The Plan contains extensive mapping, tables, figures and narrative which support recommended goals, objectives and policies based on the guiding principles adopted by the Town Board.
 
Some of the Plan’s highlights are noted below.  The Plan:


 •  makes no recommendations to rezone single-family neighborhoods to have more density
 
 •  commits to preserving features that enhance quality of life in residential neighborhoods, such as providing better connections to parks and open space
 
 •  recommends rezoning more than 200 parcels (Appendix E) to provide clarity to the applicable zoning district
 
 •  balances economic development strategies with quality of life issues
 
 •  provides the Town’s land-use boards with alternatives when reviewing residential projects, with an emphasis on retaining open space and maintaining underlying residential densities
 
 •  provides the potential for multi-family residential units as part of new mixed-use development in select locations based on proximity to transit, while simultaneously restricting new multi-family residential units from the remainder of the Route 9A, Route 119 and Central Park Avenue corridors
 
 •  provides for an expansion of affordable housing options through new development projects
 
 •  includes several age-in-place strategies designed to help residents remain in Greenburgh in their later years
 
 •  fosters enhancements to existing environmental laws (increased process consistency, greater preservation of trees, etc.)
 
 •  recommends several open space preservation strategies such as the creation of a public park zone and the codification of conservation easements
 
 •  provides for increased awareness of cultural and historic resources in the Town.
 
 •  promotes the establishment of two research and development nodes, thus providing increased employment and an expanded tax base
 
 •  notes the benefits to the Town’s existing industrial sector that would result from the construction of a Route 9A Bypass
 
 •  will lead to Zoning Ordinance amendments that result in more consistent provisions for the Town’s three major mixed-use corridors
 
 •  calls for an elimination of the antiquated Urban Renewal District zoning designation and for the appropriate rezoning of the parcels therein
 
 •  recommends that in the evaluation of new development projects the impact on the multiple taxing jurisdictions in the Town be considered
 
 •  can be used to optimize benefits from the forthcoming Tappan Zee Bridge, as opposed to having regional entities controlling impacts to unincorporated Greenburgh
 
 •  conforms with regional planning documents that will assist the Town in receiving grant funding
 
 •  fosters increased inter-municipal planning with our villages and surrounding cities and towns
 
 •  introduces new public participation processes that will promote direct community involvement in the planning and design of planning initiatives at the beginning stages
 
 •  provides a toolbox of stormwater best management practices for use by residents, property owners, businesses and land use boards
 
 •  encourages new sanitary sewer easements leading to reduced reliance on septic systems
 
 •  recommends the installation of new sidewalks and bike lanes, where appropriate
 
The list above represents only a fraction of the Plan’s highlights.  At present, the Plan is released as a 2nd draft of the Town’s Comprehensive Plan Steering Committee.  Changes made as a result of public input on the 1st draft are reflected in the 2nd draft of the Plan and are described in the cover document, dated March 27, 2015, entitled “2nd Draft Comprehensive Plan.”

THE FOLLOWING IS THE TEXT OF THE MARCH 28, 2015 EMAIL ANNOUNCING THE RELEASE OF THE SECOND DRAFT AND THE SCHEDULING OF THE PUBLIC HEARING:

CPSC SOUGHT PUBLIC COMMENT ON FIRST DRAFT:
Following the release of the first draft of the Comprehensive Plan on March 21, 2014, the Comprehensive Plan Steering Committee (CPSC) held five outreach meetings (Tuesday, April 29th at 7:30pm; Saturday, May 10th at 10:00am; Thursday, May 22nd at 7:30pm and Monday, June 2nd at 7:30pm, and Monday, June 16th at 7:30pm) in the Greenburgh Town Hall auditorium for the purposes of soliciting public comment.  After each meeting the CPSC met to consider the verbal and written comments, and then posted our responses on our Web site.  We have been regularly meeting since that time to gather additional data, further address issues raised, and modify the plan as appropriate.
 
SECOND DRAFT OF COMPREHENSIVE PLAN AVAILABLE:
The wide range of public comments received contributed to the current second draft of the Comprehensive Plan, dated 3-24-15, which is now available on the Plan’s Web site (www.GreenburghComprehensivePlan.com). You may also go to the site by clicking "Comprehensive Plan Update" on the Town's Web site homepage, www.GreenburghNY.com. Hard copies are available at the Greenburgh Public Library and at Town Hall in the offices of the Town Clerk and of the Department of Community Development and Conservation.
 
WE WANT TO HEAR FROM YOU.  PUBLIC HEARING SET FOR SECOND DRAFT:
On Tuesday, April 28, 2015 (1:00pm – 4:00pm & 7:00pm – 10:00pm), the CPSC will hold a public hearing regarding the 2nd draft of the Plan.   Written comments may be sent to PlanZone@GreenburghNY.com anytime up to two weeks after the public hearing is closed.
 
WHAT HAPPENS AFTER THE PUBLIC HEARING?
Following the conclusion of the Public Hearing, the CPSC will make any necessary changes and forward its recommendation to the Town Board.  The Town Board will discuss the Plan during its public meetings, ensure compliance with the State Environmental Quality Review Act (SEQR), hold its own Public Hearing, and consider adoption of the Plan.
 
After reading the document, we hope you come to the afternoon and/or evening session of the Public Hearing on April 28, 2015, or write to us, and comment on the revised document. We look forward to your comments.
