The school districts are independent of the town government. Voters elect School Board members who propose budgets (which include taxes owed) and voters have the opportunity to approve or reject the proposed budgets. An annual vote takes place each spring. Under NYS law taxpayers can only vote on school budgets - not town or county budgets. School taxes are about 60% of your entire tax bill.
Although I don't know of anyone who likes to pay taxes -- good school districts result in great property values. And, our town is fortunate to have many of the best school districts in the United States (Edgemont was rated #1 twice and many of the other school districts are not far behind).
