Comprehensive plan to include more input for schools...conservation advisory board endorses plan!

Yesterday, members of the Greenburgh Town Board met with Ferrandino & Associates at our work session to discuss the final version of the Comprehensive Plan. The comprehensive plan, once approved, will be the first comprehensive plan ever adopted by the Greenburgh Town Board. The plan will help guide future land use decisions for the town. Board members recognize the importance of working with school districts on land use applications. The comprehensive plan will include applicable school districts in the initial distribution of subdivision, site plan, special permit and zoning amendment applications/petitions.  We intend to invite School Boards to designate a representative who would sit in on interviews with possible land use consultants and provide input on the land use consultants who will be reviewing applications.
Excerpt from Page 8-35 of the Comprehensive Plan: “Although separate entities, cooperative planning between the schools and Town, to the extent practical, can result in achieving mutual goals. As an example, an understanding of the pedestrian routes used by students and parents can allow the Town of Greenburgh to prioritize sidewalk improvements. Referring land-use development applications (subdivision, site plan and special permit) to the applicable school district could foster coordinative planning. For large scale projects, and projects, which could require an Environmental Impact Statement, inviting a school district official to contribute comments early in the process could promote better planning.”
Last night the Commissioner of Planning, some members of the Town Board and I met with the Pocantico School Board to discuss land use initiatives. We have asked to meet with all school boards within the town.
Special thanks to Greenburgh Councilman Francis Sheehan, chair of the Comprehensive Plan Committee and the members of the committee, for thier hard work and dedication during the past eight+ years interacting with residents, civic groups, public officials, advisory boards –preparing the plan. They met weekly (sometimes more) and were very responsive to community input.

CAC Third Report and Recommendation to Town Board on Draft Comprehensive Plan
During the course of development of the Draft Comprehensive Plan, the CAC issued three Reports to the Comprehensive Plan Steering Committee.  Virtually all of the CAC's recommendations were adopted.  
The CAC has reviewed (a) the final Draft Comprehensive Plan recommended to the Town Board by the Comprehensive Plan Steering Committee in December 2015 and (b) the slip sheet changes dated 6/3/16, 7/11/16 and 7/31/16 proposed to alter the Draft Comprehensive Plan.
The CAC issued two Reports and a Position Paper regarding environmental issues in those slip sheets.   Representatives of the CAC met with two members of the Town Board and the Commissioner of Community Development and Conservation regarding concerns the CAC had about those proposed changes.   The meeting resulted in resolutions of the five issues raised by the CAC, and they are reflected in revised slip sheets ("September Slip Sheet Changes").
Under Chapter 520 of the Town Code, the CAC is to advise the Town Board on environmental matters affecting the Town and its residents.   From an environmental perspective, the CAC RECOMMENDS to the Town Board that it adopt the Comprehensive Plan.   This Recommendation is premised on the assumptions that the September Slip Sheet Changes are incorporated by the Town Board into the December 2015 Draft Comprehensive Plan and no other changes are made relating to environmental matters. 
The CAC wishes to thank the Comprehensive Plan Steering Committee, the Commissioner of Community Development and Conservation, and the Town Board for their consideration of the CAC's environmental views for the future of the Town.
