VILLAGE OF SCARSDALE WANTS RESIDENTS WHO USE TRAIN STATION TO RESPOND TO SURVEY

TAKE THE FREIGHTWAY SURVEY IF YOU USE THE SCARSDALE TRAIN STATION, SHOP IN SCARSDALE OR ARE IMPACTED BY DEVELOPMENT NEAR THE SCARSDALE/GREENBURH BORDER

 

 

The Village of Scarsdale is conducting a visioning study to guide planning efforts for the Freightway Site, an underutilized area adjacent to the Scarsdale Metro North Railroad Statio just seconds away from Old Edgemont.  Because the future plans will impact residents of Greenburgh, the Mayor of Scarsdale, Dan Hochvert reached out to me and invited residents who live near the Freightway project to participate in the planning by completing a survey and attending meetings. Maintaining good relations with our neighbors is important and I'd like to thank the village of Scarsdale for inviting our residents to have input in the very early stages of this process. This is a great example of  what should happen when a municipality considers land use actions--encouraging partnerships with neighbors who will be impacted by the decision. THANK YOU SCARSDALE! At some point  I suggested that the Greenburgh Commissioner of Planning and a representative of the Old Edgemont Association be invited to participate in the Freightway planning meetings-even as non voting members.  This was done decades ago (in the 1980s) when Freightway was also discussed.

 

 The site is currently used for commuter parking with approximately 700 spaces, including an aging five-story parking garage and two surface parking lots. This opportunity area was one of three key sites identified in An Update of the Village Center Component of the Village of Scarsdale Comprehensive Plan (2010). The Village recognizes the importance of continued planning for this site to ensure that any future redevelopment enhances Village Center and meets local needs. 

The primary objective for the study is to have a broad and meaningful public engagement process. There will be a host of opportunities for input including, but not limited to three (3) public workshops and an online survey (see below). All interested residents, property owners and other stakeholders are encouraged to attend and share their thoughts on the vision, goals and objectives for the site.

The study will help to define a set of realistic and publicly supported development goals and objectives for the site. The study is supported by technical planning and market professionals so as to develop realistic development alternatives that consider potential impacts and/or constraints, such as revenue generation, parking, traffic, infrastructure, school enrollment, other potential impacts on community facilities and services, and potential demographic changes. Issues that may require further study will also be identified.

You will note that two walking tours of the Scarsdale Village Center with the consultant to the Freightway Steering Committee, BFJ Planning, are scheduled for the morning of September 12, 2017.  Space is limited so any Greenburgh resident wishing to attend, should RSVP using the link on the web page.
 
A Public Workshop is scheduled for September 28, 2017 at 7:00 pm at the Scarsdale Congregational Church meeting room on Heathcote Road. Residents of Greenburgh who are interested are welcome to attend.  No RSVP is required for that event.
