TOWN BOARD AND PLANNING BOARD TO HAVE JOINT MEETING ON WEDNESDAY NIGHT

The Greenburgh Town Board and Planning Board periodically hold joint meetings. We’re planning our next Joint meeting for this Wednesday at Greenburgh Town Hall at 8:00 PM.   Your thoughts on planning and economic development initiatives are always welcome and appreciated.

 

I would also like to discuss with the Planning Board the importance of neighboring communities coordinating development reviews with each other.  Last year, for example, the town of Greenburgh was asked by a developer to consider approving a large multi family housing development on the border of Ardsley (1 Lawrence).   The developer, after significant opposition, withdrew the application. That development, if it had been approved, would have impacted residents of the village of Ardsley and generated significant traffic and hardships to the school district.  There are properties in Ardsley that are located near the Greenburgh border that also could be developed—impacting unincorporated Greenburgh residents.  Why should one community get the taxes and the surrounding community get the traffic with no benefits?    Both Ardsley & Greenburgh should have similar policies regarding developments that impact the schools, traffic.   Greenburgh shares borders with Ardsley, Scarsdale, Hastings, Irvington, Tarrytown, Mount Pleasant, Elmsford & Yonkers.   Ridge Hill in Yonkers and the Austin Ave development in Yonkers is other example. Yonkers got the taxes. Greenburgh’s Jackson Ave and surrounding streets gets traffic and no tax revenues from this large development.

Joint Planning in my opinion makes sense for all neighboring communities.

1. ROLL CALL

2. JOINT TOWN BOARD/PLANNING BOARD WORK SESSION

a. A joint work session to discuss various procedures between the Town Board and Planning Board including:

(1) Planning Board preference to act as approval authority over all special permit uses in the HC – Hartsdale

Center District, pursuant to Section 285-29.2B(2) of the Town of Greenburgh Zoning Ordinance.

(2) Planning Board request to amend Section 285-58D(3) and Section 285-64B(3) of the Town of Greenburgh

Zoning Ordinance, in order to increase the amount of time allowed to render a recommendation and report

to the Town Board on referrals [preference for 60 days beginning on the next following regularly

scheduled meeting of the Planning Board];

(3) Potential for requiring signage related to public hearings to be placed on a property which is the subject

of an application [Planning Board to request that Town Board direct staff to draft a zoning text

amendment];

(4) Potential for updating off-street parking requirements in the commercial corridors and mixed-use areas

of the Town, where the off-street parking requirements are antiquated;

(5) Timeline for rezoning lands currently zoned UR – Urban Renewal (Policy 12.2.1.1 of the Comprehensive

Plan);

(6) Potential for eliminating the requirement of a special permit for fully enclosed commercial recreation

facilities of less than 5,000 sq. ft. in size.

(7) Review of the definition of “Impervious Surfaces, Gross Coverage,” within the Town of Greenburgh

Zoning Ordinance, as it relates to 100% inclusion of areas paved with gravel, crushed stone and other

materials (such as pervious pavers) within the calculation;

(8) The possibility of an Economic Development Director position.

(9) Inter-municipal planning update/discussion (referrals received from and sent to adjacent Cities, Towns

and Villages)

3. DATE FOR NEXT MEETING

The next regularly scheduled meeting of the Greenburgh Planning Board will be Wednesday, December 6, 2017 and will begin at

8:00 P.M. in the Greenburgh Town Hall Auditorium.
