In December the Greenburgh Town Board awarded bids for the library construction. The main bidder has not yet executed the contract. The bidder for geothermal also has not executed the contract. A ceremonial ground breaking took place a few weeks ago. The main library has been closed for over a month. Library partrons have been inconvenienced with a smaller satellite library. However, construction has not yet started.
I believe that the public is owed an explanation as to what is happening. Did the library shut its operations prematurely? Why haven't 2 bidders signed the contracts that had been awarded to them? Why didn't the town applied for geothermal permits before bidding out any portions of the project? Is the construction manager/architect being held responsible for additional costs? Will Triton (our construction manager) receive additional monthly fees because the start of the construction and completion is taking longer than expected? What additional reductions are being considered to bring the project cost down if the project is over budget? Are there other problems that have not been disclosed as of yet. Doesn't the public have a right to know what is happening?
I would like these concerns addressed at our Town Board meeting on February 28th. For over a year I have called for the hiring of a full time project manager to oversee the construction of the 20 million dollar library expansion. The Town Board has rejected my request. I continue to believe that the lack of a full time project manager is costing the taxpayers money and creating delays and inconveniences to library patrons.
