UPDATE FROM COMMISSIONER WILLIAM CARTER: THEODORE YOUNG COMMUNITY CENTER is open and we are currently accommodating a family that was displaced on the second floor. Unfortunately, the brook in the back overflowed and the ground floor is underwater. The brook is continuing to flow into the Center and we are taking measures to stop the flow right now. I don't know how feasible it is for seniors as the elevator shaft is flooded and the only access to the second floor is the stairs.
