Dear neighbor:

  It's the Town Board's policy to immediately notify residents of proposed developments. I am pleased to report that a supermarket will be proposed to replace the movie theater in N Elmsford! The applicant will make a presentation this coming Tuesday, February 12th around 10 AM at a work session which will be attended by Councilmembers Kevin Morgan, Ken Jones, Francis Sheehan, Diana Juettner and myself.

   Residents of your neighborhood have asked for another supermarket for many years so I think that this will be good news for many people. However, some neighbors may have questions. This presentation will be the first opportunity for Town Board members to ask questions of the applicant.

   After a site plan application is filed the following action steps will be taken: Town staff (Police/Fire/Engineering/Planning) review; Traffic review by an independent traffic consultant; Town Board referral to Planning Board; Planning Board work session (including public hearing); Town Board public hearing.  In addition to site plan approval from the Town Board, a steep slope permit from the Planning Board would be required.

  The applicant intends to redevelop the site, with the present driveway along Saw Mill River Road to remain, as well as the existing Taco Bell establishment to remain. The supermarket would be combined in a building that additionally includes other complementing retail uses. The proposed mix of uses would represent a significant addition of part and full time employment opportunities in the Town. Some residents have inquired about the need for a sidewalk along Old Country Road. The applicant’s initial concept plan depicts a sidewalk along a portion of Old Country Road. The Town Board has required that sidewalks be a part of site redevelopment in past applications, and can make sidewalk construction a condition of approval.
