CITIZEN COMPLAINTS ABOUT POSTAL SERVICE DELIVERY POSTED BELOW... COMPLIMENTS TOO...
Release Date: March 14, 2015

Earlier this week I invited residents to highlight their experiences with the postal service. The following is what your neighbors are saying about the post offices—many complaints,  a few compliments. Have gotten complaints about many of the post offices in the town—all sections of the town and villages are impacted.

I deleted the last name and e mail address from this posting (to protect privacy). But,  I have sent the entire file  to our United States Senators, United States Congressional representatives, local postmasters and United States Postal Service liaisons in DC. I requested that each of the complaints be investigated and that follow up action be taken to improve service. Last year – after I forwarded about 80 complaints to the authorities – many people (including one who e mailed me below) indicated that service improved.  It’s my hope that service will get better. Last year the Postal Service did resolve many of the complaints that were forwarded to them.

Listed below (along with the complaints) are compliments about the postal service that have been received.
Feel free to continue to advise me of any concerns you have. All complaints are followed up immediately.

 Dear Mr. Feiner,
I am glad this email went out. yes, we did have lots of problem with the mail. Not sure what is the problem if the mail is delivered late, but we had many times neighbors letters in our mailbox. We still receive correspondence for prior owners, and we are residents for over 2 years; not sure is there is anything that can be done about it, but the most upsetting is the fact that our mailbox is left open on occasion. With the snowy or rainy days, many times our mail was soaking wet. In January I received tax documents that I was barely able to keep it together, they were so wet. We installed brand new, secure mailbox in 2013 because the old one was leaking.
Please add this complain to the list

Hi Paul:

As it happens we got no mail this past Saturday (March 7th).  Seems to happen every few weeks or so on different days and does not seem to be related to bad weather.   Thanks for addressing this.   Michael

Hello Mr. Feiner,

I just read your post regarding mail service in Greenburgh on Facebook. I never would have thought to contact you regarding this issue. Over the past year I have filed complaints online with the postal service and called with no help.

My wife and I constantly get our neighbors mail, and I cannot imagine how often they get ours (I can only hope they deliver it to us). This past year it created quite the headache as I never received statements for lease payments, medical bills, and missed other important notices as well. It is a weekly occurrence that I am walking to my neighbors to deliver their mail.

I unfortunately I do not have specific dates right now, but it is clear that I am not the only one affected.

Dear Mr. Feiner,
I have kept a log since December of the days that mail was not delivered, days that mail was simply left on the steps outside our home and/or simply left behind the front and rear storm doors, including confidential statements and checks.  I have gone to the post office with complaints and photos of the mail strewn about.  On days which have weather problems, we get no mail but our friends in Yorktown Heights, with worse weather related problems get mail.  We too cannot order medications through the mail because we cannot trust the post office to deliver it.  This increases our costs for prescription drugs as we are unable to take advantage of the mail order discounts.  Happy to supply you with the details if you need them in your correspondence with the Postmaster, Congressional officials, etc.
Thanks for your efforts.
Thanks for any help you can provide.

Thank you so much for your note about mail delivery.  It has been terrible for me as well, and probably for many residents at the High Point condos in Hartsdale.  I suspect the residents call the front office or Board to complain.  Yesterday I had 8 letters in my mailbox meant for the people below, incl. official looking (tax) documents.  My Netflix movies come in almost a week, instead of the previous 1-2 days.  I go for about 3 days with no mail, and then several.  This seemed to have begun about a week before the really cold, snowy weather started in about mid-Feb.

I'm cc'ing this correspondence to our Condo Board president.  Thanks again for your support.

Dear Mr. Feiner:

  Re: Non delivery of Mail

On Friday February 27, 2015 I received no mail - I saw the letter carrier delivery mail to my nearest two neighbors and than drove away. I was surprised because the newspaper (Scarsdale Inquirer) comes on Fridays, to which I subscribe. One of my neighbors received her copy of the paper in her box. I immediately call the Scarsdale Annex (472-6847) and told the individual of the situation. She said that my regular letter carrier was off and a substitute was doing his route and he had not yet return from the route and I may still get my mail. Well I got no mail on Friday but on Saturday I ask the letter carrier if he was on the job on Friday. He said yes. Than I told him I did not get my newspaper on Friday BUT my neighbor received her copy. He said it was the only mail I was getting so he did not deliver it - he was giving it to me now. I told the young man to go back to his supervisor and report his actions. It is not his decision who "gets" mail or who does not.

Thank you.

We continue to have significant mail delivery issues.  As B is a HS senior, timely delivery of the college admissions mail is critical this time of year.  We are still waiting for a very important letter that was mailed from MN over 2 weeks ago.

Paul,
This is an on-going problem. I live @ Stone Oaks on Sat 3-7-15 my mailbox was empty as of 4:30pm. I checked  again on Sun morning & I had mail. Its either mail in by 1:30-2pm or check the next day. As for people who depend on the mail for Rx. This will be an increasing and on-going problem. Due to the ACA many  insured (that's people) have been mandated to use a mail pharmacy. This just happened to me. I'm very upset about this cost saving method as I have used Hartsdale Pharmacy for 30+ years. Now I have to hope that my Rx will be sent & delivered on a timely basis-unless I want to pay $21+ for "Express Service".Once again the "little guy (ie local pharmacy) is being pushed out of business by a so-called benefit.

Yes! Funny you should ask: I arranged a vacation stop online.  I got the email that my mail would be delivered as planned on Saturday but I never got the mail. Been trying to call the Annex to see if I will get it today or need to pick it up, but the line is constantly busy.

In addition, I picked up my mail today and there were countless pieces of mail that were not ours!!

Paul,

I am one of those residents who complained in the past.  We am now in Florida for the winter, and have been since mid December.  Our mail is supposed to be forwarded to us.  We were told it would take about a week to get started and then we would get it regularly.  This is not the case.  We go many days without mail, but worse than that is the fact that we are MISSING IMPORTANT MAIL!  We never received some tax documents, new credit cards, and bank statements.  These are the things we are aware of and requested duplicates directly to our Florida address or accessed on-line.  We have no way of knowing what other mail we never received.

We appreciate everything you do and hope that those in higher positions will take some real action as there is obviously a huge problem with the system.

I heard a story on News radio 88 this  am on the atrocious Greenburgh mail service. I want to add my name to the list. I have written my congressman with no response.   By the way still waiting for that stump removal you promised me over 2 years ago, so I won't expect improved mail either.

Hi Paul,

Here at Valimar we had a wonderful mailman for many years & the mail service was wonderful. His name was Donald. Since he was replaced we seem to have different drivers, get mail at different hours depending on the day, and on some days, especially lately with the bad weather, we received no mail whatsoever.
Having a steady mail person seems to be the way to go. The residents have spoken among ourselves about the problems with our service ever since Donald was removed from our route.

Thank you for looking into this matter.

Sincerely,
Linda

Paul,
I didn’t realize I hadn’t received some of my mail until Sat., when I got 2 bills with overdue notices! I’ve spoken to both companies and they said numerous customers have had similar problems, due to the extreme weather conditions in the NE. Thank you for being aware of this problem and letting us know we’re “not alone!”
Best regards,
Helene

Hello,

While we do not need medicine or something urgent, we have noticed a slow down or no mail delivered as of recent. We took it to mean the weather has just been bad but I know in the past few weeks there have been many days where nothing was delivered at all, a VERY rare occasion in my household.

My neighbor Connie spoke to you last week I know. I live at     . My mailbox is left open daily, my neighbor is constantly getting my mail (it's to be reckoned if he always remember to put it in my box, as he's 86 and not in great shape). If it rains hard or snows we don't get mail and some weeks we will do two consecutive days without delivery. Most of the problem is that they refuse to assign us a regular worker, so nobody gets to know the route, neighbors, neighborhood, etc.
Thank you.

Hi Paul,

Mail service has been intermittent to say the least. I've been a Netflix member for over 10 years and they always tell you when to expect your next movie. I've had movies due on Friday that don't come until Saturday or Monday. One week we went several days without mail, which is unheard of, and after I called the supervisor for Hartsdale we got a pile of mail delivered the next day. It seems like if there's any bad weather, we won't get mail. In our old neighborhood in Massachusetts, we got mail in the worst of snow storms. One time we received mail for an address in YONKERS.

We've been scratching our heads over this so your email is a happy coincidence, thank you.

Hi Paul,

I can recall at least two days where mail was not delivered.  I do not have the exact days but it was during major snow/ice storms and I just chalked up the miss delivery to the mailman not being able to get through.

I cannot be specific because I didn't keep a record, but there HAS been an uptick again in mail delivery problems.  On several days in the past few weeks mail was not delivered.  There were also days when the mail was delivered several hours later than usual.  This seemed NOT related to the bad weather and road conditions.  I have also again received neighbors' mail.  It seems as if the regular postman may have been away and being covered by someone who is overburdened and unfamiliar with the route.

Hi Paul, I have had terrible trouble with my mail.  I'm Marianne.  For the last half  of December and first half of January I did not receive any mail.  I did not receive my bills and actually had a collection agency calling me.  My auto insurance cards are 3 weeks late and I've asked the company to send them again.  I called the US post master general because I couldn't get through to the main White Plains Post Office.  A day after my complaint,  I received my bills from the previous month, all at the same time.   I even spoke to one letter carrier.  She said she was new but there are many different mailmen servicing my complex.  Each day it is someone different. Also, one of my neighbors didn't receive her bills for the month of December.  Could you please find out what is going on here?

Hi Paul,
Your email re problems with mail delivery preempted my intention to call the Tarrytown Post Office! Mail delivery has been erratic...sometimes they deliver no mail, sometimes they deliver lots of mail, sometimes they deliver but do not take the mail I am sending out. I feel quite sure that this occurs on the days when my regular mail carrier is off, as he is reliable, responsible and dependable. On days when he is not working, it seems like everything goes out of whack.
I live at   and have for about 7 years. It is only in this last year that the mail has been unpredictable. I appreciate any help and attention you can give to this matter.

Paul;
I am in Florida and the there are days when I don't receive mail. I filled out all proper documentation to have mail forwarded. It is possible that someone is not doing their job.

Dear Mr. Feiner:

It was interesting to hear the problems others are having with mail delivery.  I live in Edgemont and over the past year or so have failed to receive many items of mail.  When I discover this, the sender invaribaly states that the item was mailed to the correct address. I disover that I have missed mail at times because a service or credit card company that has sent me a bill (that I did not receive) calls or sends a note telling me my payment is late.  This situation has clearly worsened in recent months.  Believe it or not, on 5 occasions in recent months 3 member of my family (my son, my daughter and myself) have ordered checks from a financial institution that have never been received!  It almost seems that the heavier mail preferentially does not get delivered.

It is hard to escape the conclusion that someone in the US Mail transport or delivery chain is consciously deciding not to deliver mail.

Sincerely yours,

Richard

Mail issues for at least 5 years. Wrong mail, lost mail. I have a mailman with a "special needs" child so he never finishes his route. The mail is delivered by people who want overtime after their normal route is done. I didn't get my mail at all yesterday and I ran into my "mailman" while walking my dog. He told me he put the mail out to be delivered yesterday and when he came in this morning it had been returned to the post office undelivered. I went to the post office to speak to a supervisor for the millionth time. Supervisor wasn't there but my mail was still sitting there by 11:00 am not yet out for delivery. I don't know if this was yesterday's mail plus today's mail but I took it. I am waiting fir some very important mail from medicare that will only be delivered by mail. You can imagine how I feel. When I went outside a reporter from FIOS was there so I got interviewed.  I for all intents and purposes have no mailman. Help! I can tell you more stories if you are interested.

Very late delivery (between 6 & 7 PM) is also a problem along with lost mail !
I believe it occurs more when our regular mailman is off.

Good afternoon Supervisor Feiner,
I live in the Juniper Hill area and I also have the problem of not receiving my mail. Additionally, I also have the problem of constantly receiving other people's mail.  Which makes we wonder if that's the reason why I'm not getting my own mail -
because it's being delivered to someone else.

Thank you for taking the time to address this problem with the Postal Service.

Dear Mr Feiner, Where we live (Donald Drive) mail delivery is excellent. However, we may use a mailbox closer to our neighborhood. Suggestions?
Hi, Paul, I wanted to let you know that my mail appears to be arriving OK.  My regular Netflix DVDs arrived on time (today), instead of over a week delayed as in the past month.  So that's my update.
Thank you very much again,

The mail in Hastings is notorious abysmal. And it's only gotten worse in the past year. I keep waiting to hear that the Hastings branch of the Post Office has been closed due to inefficiency. It wouldn't (shouldn't?) come as a surprise. Case in point: I have a magazine subscription. For 2 1/2 YEARS every week the latest issue shows up. Then suddenly it stops with time left in the subscription. Reason why it stopped? Hastings Post Office claimed invalid street address. Seriously. They stopped it by claiming an invalid street address, but I didn't move, and for the 2 1/2 years prior it was fine, but all of a sudden it's not? Really?! And I know I'm not the only one who has problems with them, but this is beyond. They need to either replace everyone who works there with people who WILL work or close the branch, as far as I'm concerned.

I commend all at our HoH post office. They are polite and extremely helpful. It must be difficult for those who depend on medication to arrive on time. I rarely notice mail isn't delivered. I always track my packages multiple times a day during transport on the easy to use USPS app. I do think some people need to cut this branch some slack, they have moved faster than some locations around the country.

It must not be all letter carriers. Even through the terrible storm last week, our carrier (Bigi) was trudging through blizzard conditions and trekking up dangerous walks to make deliveries. I guess we are lucky.

Don't even get me started on the issue we had last year with the mail system here, or the results after many calls and complaints to various offices. Lost money and zero results. Shameful.

I recently sent 2 boxes priority insured to the Bronx. It took over a months to deliver goods made for a party. I had to remake and hand deliver. The refused packages finally came back to my house. PO called the next day and said they had the boxes...

Subject: Delayed Mail

Dear Sir,
I think I heard you on the CBS News Radio this morning regarding delayed mail in your county by the U.S. Postal Service. I have been an electronics technician for the Postal Service for 37 years and I know the intimate working of its management decisions. I have written about this in two articles that were published in The Connecticut Post, I am attaching the original submission that was published on-line January 21, 2015. The Post changed the title but not the content. It addresses the closing of the plant in Stamford CT and the added burden it places on the Westchester plant that is already overcrowded and overtaxed doing Westchester County mail, but will have to do Fairfield County CT mail in addition. It is a plan that can only fail.

You can verify it by going to the CT Post website and using their search by typing in "Louis Canto Postal Service". There is an older article published on-line January 4, 2012, that can be found by typing in "Lou Canto Postal Service".
The U.S.P.S. is making dramatic changes to the service it provides and instead of speeding mail up, it is slowing it down, a lot. I was wondering when outside political entities would start noticing. Apparently you have. I hope you understand that what you are seeing can be extrapolated throughout the country. The U.S.P.S. is a Service not a profit making company, so that, it should provide the best service it can regardless.

WHAT IS THE POSTAL SERVICE DOING?

As I write these words the U.S. Postal Service is dramatically and disastrously closing mail processing facilities across the nation. In Fairfield County Connecticut, with one of the densest population of U.S. corporate headquarters, also one of the wealthiest counties in America, the Postal Service is closing the Stamford Connecticut mail processing plant and “consolidating” it into the Westchester New York postal facility that is already very overcrowded.
Now, a letter mailed in Fairfield Connecticut going to Fairfield, must travel all the way to Westchester New York to be processed and then returned to Connecticut over some of the most congested roads in the area, even in the harshest New England winter conditions. This dramatic reduction in customer service is being felt all across the state. The Postal Services’ reasoning for this illogical process is the reduction of first class mail resulting from the advent of e-mail through the internet and other messaging services.
On the surface it seems plausible, but if you look deeper into it you see a bureaucracy that has no vision and is still reacting to a recession that occurred eight years ago. Certainly, first class mail is dropping and will continue to do so, something the Postal Service executives refused to recognize until 2006, but any savvy internet user also knows that an e-mail going out is often a parcel coming back. As a matter of fact, the parcel delivery business is booming and is expanding at rates that UPS and FED EX have had difficulty keeping up with. Reference the delivery crisis that they both had in the 2013 holiday season, necessitating a hiring jump in the 2014 holiday period.
So, while the Postal Service is selling off prime real estate in central desirable locations in important cities across the nation, at bargain basement prices, UPS and FED EX are buying local hubs to further facilitate quick effective deliveries, sometimes buying the very properties the Postal Service is selling.
If the Postal Service is going to compete in this changing market, then it must accept a basic physical law; larger things take up more space! If you are going to transition from processing letters and magazines to sorting and delivering much larger parcels, you are going to need more floor space not less. You are going to need larger delivery trucks not smaller. Take a look at the size difference between a UPS or FED EX truck compared to a Postal mail truck.
The same rule applies to sorting and processing centers. You need bigger sorting machines and conveyors, more floor space, and more local delivery hubs to insure prompt delivery. In the modern world, with customers tracking their parcels on the internet and gauging the speed and safety of delivery, the competition becomes fierce based on prompt delivery, and therefore local hubs become a necessity.
Postmaster General Pat Donahue’s plan during the drop of first class mail and the recession was, and is, a plan of strictly negative aspects and thinking. It is like cutting off arms and legs in order to save the torso. You might as well cut off the head too, because the plan is without vision, forward looking thought, or the knowledge of how the internet and technology has affected the delivery business. It is a panicked response to a falling budget based solely on reduction, and a reaction to the past. Rather than looking forward and seeing the huge boom in parcel delivery that the internet and companies like Amazon and EBay are creating, the Postal Service responded, with a complete lack of foresight, and could only see reduction in its future.
If the slow moving bureaucracy of out of touch managers currently controlling the Postal Service ever wake up to the potential of the lucrative parcel delivery business that they have thus far ignored, they will find themselves renting undesirable locations in areas where they used to own good locations that they had just vacated, and paying triple the cost. They will also have to hire and train a new workforce after letting go of already trained and established skilled workers. The whole thing strikes me as absurd.
